The best way to lose weight, and keep it off, is to combine both of your suggestions – cardio and eating less.

Providing your body with regular exercise – 30 minutes or more, 5 to 7 times per week – will amp up your body’s total caloric expenditure. This means that you will be burning a significantly larger amount of calories per day than you were previously and will equate to excess fat weight being dropped.

As far as eating less, you should try eating smaller portions but spacing them out more equally throughout the day. The goal is to eat portions of around 300 calories approximately 5 times per day [Breakfast, Lunch, Snack, Dinner, Snack (optional)] roughly every 3 hours. Eating this way will reestablish a consistent meal time allowing your body to speed up its metabolism to burn more calories OVERALL.

If you really want to lose weight fast, I would incorporate strength training into your workouts 3 times per week. You will probably find that you lose more weight with strength training (i.e. lifting weights) than you will just doing cardio. Without becoming to technical, you would be gaining muscle (anabolic tissue that burns more calories at rest than fat tissue) AND looking better in the process.
